Cortana not available

Why isnt cortana available in more countries. Even if u select English. Compared to android and apple google now and siri are available in my country/region. (Netherlands)

In the newest PC insider build .14316 you can choose the language for Cortana which is independent from your region. I just activated Cortana (Germany) here in Austria. She warned that it may not be feature complete due to the fact that this Cortana version is not from my region, but it's working!!
