Dell venue 11 pro 7139 doesn not display boot menu to install w10

Does someone can help me? My dell venue 11 pro 7139 freeze in the dell logo, when I try to enter boot menu to reinstall w10 it only shows "diagnostic boot selected..." help please.

I'm not an expert but would there not be an option to do a hard reset again?

If data has been backed up, you can install Windows 10 32 bit from a bootable pendrive. You might need a powered USB hub, OTG cable, USB keyboard and USB mouse. Later on, do install the drivers. Good Luck!
