Desktop and start icons are blank, none of the fixes work

Windows Central Question

Some of my Desktop icons and almost all the start icons are blank. I'm on Windows 10 x64 and I've tried almost everything from rebuilding the icon cache to Sfc and Dism scan. Nothing works.
