Develop for one Phone

If I was to start developing for WP7, could I program for and test apps on just my phone without paying a fee? Or would I have to pay the $99 just to put apps on my own phone?

You have to pay to put the apps on your phone.

You have an emulator that is pretty good, to write the inital app.
