Developing an app

hello all,
there is a blog which i use quite often, it is interactive as in you can comment and also post your own article, now i was talking to a few other people on the site that use windows phones as well and we thought a windows phone 8 app that would regularly update with new post would be great.

i want to set about making one but i have no idea how to do this, i do not own the site, i am a user, i just wonder if there was a way of making an app that shows the recent posts. any help or advice would be great
