Display plugged into USB C doesn't work when I plug in surface dock. Help (Surface Book 2)

As the title says, I have a monitor plugged into the USB C port on my Surface Book 2, and it works fine. As soon as I plug in the Surface Dock the monitor shuts off. and it gives me a USB may have limited functionality notification. when I unplug the Dock the monitor turns back on again.

Any idea what's going on?
