Does ram make a difference in speed ?

I wouldn't even consider 4GB of RAM, even if I was a casual user. You want room to breathe, and 4GB can very easily be eaten up just by the OS and a few apps. However, it will be difficult to use all 8GB unless you're doing some serious work.

So do you think I'd be better off getting the SP3 with the new keyboard and pen then? If considering cost as the main factor?

I think you'd be fine with a Surface Pro 3 if cost is your main concern, given what you want to do with it... so long as you understand and can live with what you're losing. Then again, you might be fine with the 4GB RAM in the SP4 given you're only really browsing the web and maybe processing a few photos every now and then. You could look into the stores return policy, use it for however long they let you, and then make the decision. I wouldn't consider 4GB... but you're not me
