Does the app still reboot when clicking on the icons?

For wp7, when the app is sleeping in background, if you click the desktop icons, that app get reboot (not wake up from sleep state, but reboot from scratch). This introduces delay and is really annoying, especially for those apps that take long time to boot up.

Will wp8 improve this tiny feature?

Note that for both ios and android, when you click on the desktop icons, if that app is in sleep state or in background, the OS will return the app in wake up state immediately. I don't think there's any technical difficulty to achieve this.
 
Longpress the back button. Find the app you want to open - tap it and it starts where you left off :)

The task switcher can be inconvenient and limiting. The switcher has a limited number of screens (not apps - screens) and even increasing that limit wouldn't improve its usability. It's nice to switch between 2-3 screens, but not as a full-blown alt-tab.
 
The task switcher is just terrible. You can have 5 tiles of just the same text conversation.
