Does the Lumia 920 have a Personal Hotspot?

If I do get the Surface and it doesn't have a data connection I will need a personal hotspot. I am considering getting the 920 so this would be a deciding factor depending on what windows 8 tablet I get.

That feature was introduced in Mango, so unless some carriers mess with the firmware, the answer should be yes.

It is also a matter of having the data plan that allows for internet sharing in addition to the phone allowing for it.

Yes it does, it's called "internet sharing" in the settings.
