Downgrade to 8.1 using MS system restore USB

So I'm having some issues with Windows 10 on my SP3 (surprised, right?), and I want to go back to 8.1 so I can re-do the Windows 10 install. I downloaded the SP3 recovery image direct from Microsoft, and put it on a USB as directed. But when I boot using the Volume Down-Power Button boot, and go into the Recovery options, all I can do is restore Windows 10. I don't see any way to go back to Windows 8.1. I've even set my BIOS to boot from USB, but I just get back into the same loop... I can't seem to get my system back to Windows 8.1.

Is there something I'm missing????
 
It sounds like your USB drive isn't bootable. If you have any other USB drive try to use it and when you will format it choose fat32 file format.
