Find My Phone doesn't work properly

So I enabled the following option on my Lumia 950 XL (version 10.0.15063.414)

Save my device's location periodically so it's easier to find, even if location is off.

but when Location is turned off then account.microsoft.com/devices states that it can not find my phone (after clicking "Refresh map"). Other options like Calling and Locking always work.

Only when Location is enabled I can find my phone.

I want this to be working properly when Location is turned off. What could this be?

I guess if the user doesn't want to use location tracking, Find my Phone won't work. It could be considered a security feature, as you can limit each app individually if you want location tracking but other apps to not use your location.
