Game like Tower of Saviors?

Whether it's puzzles and dragons or something similar, why hasn't such a game come out when it has proved to be so popular in the other oses?

My 2 cents
Each diferent smartphone operating system has different developers or same developers. Hence even TOS is hot game, but this isn't mean TOS will make game for wp system. Mostly developers will consider the value of smartphone operating system before they create any apps.
