Its same in GDR2...so don't worry..when ever you restart the volume will automatically goes to 13...
Yes indeed, this exact function------>volume always on 13 after reboot (even if I have set my volume to 'max-30' prior to rebooting...)
This also occurred with Amber-GDR2, as I recall always having to press volume up button after every reboot.
Quite annoying, however it may it a setting that was intended/designed to protect the earing....as sometime a pop-up will appear mentioning.........Caution to any high volume settings.....Always shows 13/30------>volume control after every reboot.
