Grrrrhrhhh, My university wifi sucks. Have to wait 2 hours for the SDK donwload, then a further download of GDR 3. How big is it?

I updated the requirements on the OP. If you sign up for the App Studio program, you don't have to download the SDK. Download the app I linked to and go from there.

Running gdr3 everything good so far no errors. Skype working, close apps from multi tasking view working, screen orientation lock option is available on settings screen.

I'd like to try this out. If things go bad can I restore it to GDR2 with the nokia retail program? Does it keep the Nokia Amber update features, or is it like AOSP, where it is just the basic ROM?

I believe that means something was wrong with the download.

Tried opening app in my phone browser and it say can't buy in your region. will try changing region and restarting.
