Groove Music will only sync about 20% on Xbox One S

I recently bought a 2nd Xbox for my home. I have an original Xbox One in my living room. I added a One S to my bedroom so I could watch Hulu's live TV service in there. For some reason, my groove app on the One S will only sync about 20% of my library. It stops just after 5,500 songs. If I try to manually sync, it says Syncing for a few minutes and then says Couldn't Sync. I have tried uninstalling and reinstalling the app. I have also tried deleting and reading my profile all with no luck. Anyone have any thoughts on this?

OK, this actually seems to be across all my devices now. Anyone else seeing this?
