Has there been any progress on updating "Security Unlocked" "Not for Resale" Windows Phones?

I got an HTC 8X on ebay that is "Security Unlocked" and will not update. Exactly as described in this thread.

It's been over a year since that thread was started. Does anyone know of any progress that has been made on getting these phones to download updates?
Does anyone know of a way to hack the OS or to successfully reflash it so that it will update over the air like it's supposed to?

It seems that it need to refresh the system.
