How can I get the SMS + Call filter back after I have Hard Reset my NOKIA LUMIA 1020

I have reset my NOKIA LUMIA 1020 with WP8 to the original setting as from the manufactor. Now I cant block numbers any more.

Please help

I have call+SMS filter in "Settings" now, but I get the answer "You can?t open the filter right now. Something got wrong. Try later or try to restart your phone.", when I try to open it.

I have restarted my phone - Didn?t help
I try again to Morrow. Maybe it works then

I've had that before, a Soft Reset fixed it for me.

Volume Down + Power button for 10secs.​

Yesterday Call + Sms filter was updated & now it works perfect.
