How do I enable app purchases billed to at&t account?

When I try to purchase apps, I get "Your account isn't set up to charge store purchases to phone bill."

Probably need to dial 611 to have ATT enable it.

Worked right out of the box for me. Even when I first got my Windows 7 phone.

Worked auto-magically for me. Bought first app, said purchases would be billed to account. Call them.
