Not sure what device you are using, but on a tablet or phone running 8.1, you can share the page URL to OneNote through the OneNote app found in the store. Sharing can be done through the Share charm in Windows 8.1 for tablet. Most likely, it will go to "Unfiled notes," and you can move it within OneNote itself to a new folder. To copy the web pages text, a simple copy and paste may work best.

From my Surface or desktop PC, I print to OneNote. Most recipe sites have a print option for the recipe only. Then for the printer, I choose OneNote. It will Launch a window so that you can choose where in OneNote you want it. It also includes a link and the page.
