Not everbody. Have no problems here since always (Lumia 820 and now Lumia 925).

I think this post explain a lot about how fix bad notification issue.

I don't get notifications in my messenger app unless i messaged them first...
My facebook app notifications are turned off, does it also affect my messenger app even if my notifications in messenger is on?

if u r using the messenger app you will still get notifications . I have done the same i have unchecked the message notification in the fb app and in messenger app i get notifications instantly.

I noticed that notifications in my phone are off on messenger while I'm online in PC.

I'm getting delayed notification under locked on my wifi and also on my mobile data. Keep wifi on under locked screen is active. I'm using lumia 720 OS WP8. Please help.
