how to develop a new APP on windows phone 8 or 8.1?

I want to develop some self-interested app on windows phone OS, however, I dont know how to and where to start, can anyone show me any valuable site to start?

And I doubt that the APP developped for windows phone 8 OS cannot run in the futural windows phone 8.1, isn't it? will we be troubled by compatibility problems?

Fist read some articles on official msdn site, then download sdk tools,
Then understand application structure,
If you dont have programing knowledge, and your application is basic text, rss documents, then try Windows Phone app studio. (online web base tool)

Yes, that series will still be current and relevant when Windows Phone 8.1 is released. When it is, and you're finished with the series, you then learn about which changes or additions have been made to the 8.1 SDK.
