How to enable notifications for telegram app as it does not appear in action centre?

It's a Lumia 435 with Windows 8.1. I have enabled push notifications at the time of installation of app but I receive no notifications. Only default apps appear in the action centre.

Apps don't appear in the notification settings until they send their first notification. (so that part is normal) I'm not sure what's going wrong with the actual notifications though.
