How to get Cortana in Australia

I'm having a bit of an issue finding Cortana on my 1020. All language, speech, and location settings are set correctly (Australia). My phone is running 8.1. Cortana, seemingly, is completely absent. Could anyone help? I don't want to be left out of all that Cortanary goodness!

You need update 1 which you can only get through the Developers Preview currently.
