How to get software to use Bluetooth?

I have an HTC touch 2 (Windows 6.5) and have successfully installed a software package from CD onto the phone. This software package needs to use the Bluetooth to connect to 2 external devices however when you open the software it says no Bluetooth available. When you access Bluetooth via the settings it will pick up the external devices and pair with them. But I need this connection to happen through the downloadedd software. Any help much appreciated
