On Windows 10, it's...
Tiles:
Settings -> Personalization -> Start -> scroll to the bottom to the option "Show more tiles" (Although this may not be available on all devices.)
Most Other Things:
Settings -> System -> Display -> and there should be an option for "Size of text, apps, and items on this display"
