I hope you store contacts on Google or Outlook.com. You can import Outlook.com contacts into Google and then your Android phone will sync up when you sign into your Google account.

Sign in your microsoft account on pc there you can see your contacts.

Regarding syncing your android phone may have the option of geting contacts from ms Acount.

I dont have android so can't tell about it in detail

If your contacts are on your Microsoft account, you can simply log in to that account on your Android phone (Settings >> Accounts >> Add account >> choose the appropriate account type and log in) and your contacts will be there.

There are some usually methods to transfer contacts to an Android phone.
1.Sync the contacts from a Google backup
2.Send the contacts as a vcf file to Gmail/Email
3.SIM card is also a good way to transfer contacts
4.Move contacts via Bluetooth
5.There are many apps also can be used to transfer contacts.

You can choose the easiest way to move contacts.
