How to turn off trackpad on Surface Pro 3 without admin rights?

We use some Surface Pro 3 "Tablets" with smartcover in our business environment. One user wants to disable the touchpad without having a mouse connected. But when he slides the on/off button in the settings the admin rights prompt comes up.

We don't want do give admin rights to normal users for sure.

Dig around in your GPO settings, there might be one for just what you're looking for. (It's been awhile since I've had to setup GPO settings for users, but if you Bing around, you might find what you're looking for)
