Now hear my shocking story..

I was not able to download the update over the unlimited mobile data network. Then I went to neighbouring country and was on roaming.. This Windows black update automatically downloaded and updated itself, geting me a mobile data bill of 300 USD in two days..

How cruel !

Since people are offering crazy ideas like switching simcards to phones which people dont have (if they had other phones why would they use a windows phone) and using McDonalds WiFi, I recommend just installing the backtrack distro on your PC and just hacking your neighbors WiFi and just leeching off of it. Make sure to install a torrent client and download some large copyrighted files for no reason. Good luck

Why would that be a crazy idea? I updated my sim less HTC 8S tethered to my iPhone.

so far it is working for me.....un..tick the box that says auto download update if my data setting allows it..... then wait for the prompt that will ask u that there is a update waiting and u dont hav a wi fi connection....giving u the option of either dismissing the download or go for it .... tried it and it is downloading .... lets see if it completes .....

Besides the Windows Phone 8.1 Developer version, I doubt pretty much you could download any other .msi installation file to make any update.
I haven't seen any, so you have no choice other than installing the Windows Phone 8.1 updates through Wi-Fi connection.
If you already have a PC or laptop running on Windows 8.1 with connection to internet then creating a WiFi hotspot can easily be done through Command Prompt (Admin) with similar approach
netsh wlan set hostednetwork mode=allow ssid=Connexion key=password ...

Once that's done you can then connect your Windows Phone 8 Nokia Lumia with the new WiFi connection you created. It should appear
on the available WiFi connexion list.
If everything goes fine you should then be able to proceed with the update.

Lumia Black seems to be availible for me, but it wont download because it realy realy wants to have a Wi-Fi connection. I dont have one in my house, and public wi-fi's are slower than my mobile internet so it's gonna take ages. Is it possible to update your phone without wi-fi? In FAQ on windowsphone.com it only recommends to have a wi-fi and doesnt say it's necessary.

It's a pain not being able to download over cellular when you've got heaps of data available. I'm on 4G Optus with 6Gb available, and the update would download in a couple of minutes. Instead I have to connect to the dodgy work Wifi with a slow old 3k connection - no doubt doubly throttled for BYODs like mine.
Thought about swapping SIMs and doing internet sharing, but why should I have to? Not that desperate yet.
Certainly hope they fix this in Win10.
