Htc 8x storage issues even with gdr3?

I'm having some serious storage issues on my htc 8x. I have it upgraded to developer preview, so software is up to date. The problem is that I have 16G model and the storage bar shows only half is filled, but above the storage bar is written that I have only few mb left. I tried those fill/restart apps, they worked but not much. I will post the picture soon.

Does anyone know the solution for this?? This is unacceptable.. Thats 5+ gb stolen from me.. Maybe it has something to do with the fact that Im a developer and I deploy apps on it?
