HTC Windows 8x phone - iPhone question

We need a phone tracker app that will work with both iPhone and HTC Windows 8x. Anyone know one that will work well with both? I was even willing to pay for the ATT FamilyMaps app until I found out that I have to remove my 3rd-party blocker from my account. I don't want to do this because it's the only think blocking 3rd party scammers from automatically subscribing me to things unless I opt out - tell me that's not a scam! and ATT says there's nothing they can do about it, it's not illegal.

Why do you need a 3rd party blocker?

The only thing I can think of is Lattitude, but I don't think Google has that anymore.
