i got rid of windows 10 went back to windows 8.1 cant do anything on ir no start bar nothing

i reset my laptop back to 8.1 now i get a sign on sign screen that does nothing and then it goes to another screen that shows date an time battery status an that it connected to wireless if i click anywhere it go back to other screen
