Either one is fine. L730 has S-AMOLED whereas 640XL uses IPS LCD.

yes you can select which sim you want to use to make a call(outgoing)... and settings for data is in mobile&sim setting)

can i do so (i chosed to connect using access point on my pc but it is still showing no internet access although i have it on my lumia 735 )

Windows Hello is NOT available on older hardware. Hello is for those fancier new ways of authentication like that Iris scanner or fingerprint scanner. The 730 does not have any of those and it also predates Windows Hello by a sizable amount.
