I lost my nokia lumia. Can I lock it after it switches off?

If I lock it, would someone be able to call on that number or both incoming and outgoing calls would be stopped?

Please please reply watever you know about this.

windowsphone.com has the tools you can use.
if you lock it, calls can still be received. (however the phone cannot do anything until it is turned on and gets the signal to act.)

contacting your carrier can perhaps get your phone flagged as stolen and useless for basic telephony.

Firstly, you can login to https://www.windowsphone.com/en-gb/my/find and select the Lock (or erase) option, and follow the instructions. This requires that the phone is still in contact with the MS servers, but it'll keep trying.

As for stopping calls etc, the lock won't help, you'd need to contact your carrier to block your SIM.
