Hi, I have a Thinkpad X1E with i7-8850H CPU. It has noisy fan issue even the power setting is set to best battery saving mode. Will there be noticable improvement if i use lower end CPU? Is the i5-8400H more than powerful enough to handle basic productivity work?

Yes to basic productivity work, i.e., Office apps, email, web browsing, etc. As to less fan noise, probably, but it'll depend on the specific system and how you use it.
