I'm surprised no apps take advantage of this

I know 8.1 is in preview and all but I'm surprised no apps (that I know of) don't use the action center for weather warnings. Do any apps do this that I haven't seen?
 
There was a great small app I used with WP7. Smartweather. It was the only weather app that sent me notifications to take an umbrella or it will be cold. It is not published anymore.
 
I know it isn't the same thing, but Amazing Weather HD viciously vibrates the phone on a severe weather alert.
I can see notification helping though if you happen to miss the strong vibrations it gives.
 
Good question.. even I am surprised why important apps (such as weather forecasts, banks) are yet to use this feature.

I love that app but sadly, it doesn't support my location
 
I know Cortana issued Freeze and Marine (Flood) Warnings through the Action Center.
 
i remember there was a paid app called whether sense which i got for free that used to give me notifications perfectly about rains
