I did this and it frees up 3.5GB

Very easy to do, straight from Microsoft - Move your recovery partition to a USB drive and delete the recovery partition on the Surface. You have to do it this way. You cannot just just remove the partition through disk management. There are two other recovery partitions that you cannot remove (300MB and 250MB). You can check these by right-clicking Computer then Management, then Disk Mangement. Anyways, to free up the 3.5GB partition here is the link.

question, is that recovery partition for "Windows Restore" or for the actual format/reinstall that is supported by Windows 8?
 
Its for thr refresh and the complete restore to factory defaults. Requres a 4GB USB drive and it will format the drive so dont use anything you have backups of other stuff on. It does warn you of this too.

They never should have put the recovery partition on the internal drive. Just put it on a USB stick that comes with the Surface RT.

The problem with that is you get people who will complain about losing it. Putting it on the Surface and giving the option to transfer is the best idea I think. You can choose to delete it or not if you want.
 
If i lose the usb drive with the partition on it, and my dad has a surface rt as well, can i copy his and use it on mine? these r not device specific are they?

I don't know for sure. They might be to prevent pirating.
