Installation failed while downgrading from Windows phone 10 to Windows phone 8.1, why?

I used windows recovery tool 2.1.1 for downgrading to wp 8.1 after downloading package of 1.75 gb , in the next step it failed always and shows "operation ended with failure". I tried 8 to 9 times. Please suggest me what to do?

These kind of problems are always difficult to pinpoint.
Did you get a failure code or only the message.
You tried several times but did you download the 1.75 gb again?
Did you try to uninstall the tool and the download package and install it again.
Could it be a setting in your anti virus program.
Do you have another PC were you can try it.

Had that problem with Lumia 640 XL.. Changing USB port made it work for me

Yes I tried every thing. In other PC also.
Reinstalling recovery tool.
In one PC it asked to downloaded 1.75 gb every time when it failed. In other PC, I downloaded one time and when it failed I need to just reinstall. No need to download 1.75 gb again.
No failure code. only it shows "operation ended with failure".
I also disable the anti virus.
Please help.

I tried after changing the USB but it didn't work for me.

Look .. The download files in
(C/ProgramData/Microsoft/Packages/Products/)
Take a copy of that to somewhere safe .
Make sure you don't have pin or the new reset function is on .. Also close storage encryption
And try again and tell us what u got

and where are the storage encryption and new reset function... in the phone or desktop?
and could u giv step-by step what to do for this problem?

Same issue for me. Been trying all different approaches including the Nokia suite with no luck; finally connected phone using the original USB cable to a *USB hub* and then to the computer, and it finally worked! Guess it might be a problem of USB driver or USB3 issue.

Solution: try using a USB hub.
