internet sharing dual sim 640 lte

Was wondering has anyone been able to use L640 as a hot spot. My lumia is using same sim I had with a Samsung ativ s. I was able to hotspot with it. I also have blu win hd with same network settings and it can hotspot, but for some reason I cannot share with L640. It is a rm-1113_1002 model. I am using net10 on at&t network.
Any help would be appreciated.

Seems to be a software issue, I had installed Windows 10 mobile and I have internet sharing once again. I would love to know how to fix this so others could benefit, but my knowledge of computer programming is very limited.

I'm getting my L640 dual SIM in 2 days from Orange in South Africa. Currently using Samsung Ativ S and LG P970 but with Ativ S my preferred hotspot device. I hope I won't have internet sharing issues as I use my Lenovo Tab 2 on the road for business which connects to internet via hotspot.
