Is firing of so many people adversely affecting Windows phones

Microsoft has fired nearly 20k people, mainly from its phone division. Is this the reason why they are not able to launch new Lumias frequently and are cancelling many pre planned projects like Lumia 850 and Lumia 750? Also, is this the reason why they are taking so much time to launch W10 for old Lumias?
