Is High Contrast mode on IPS LCD screens battery efficient?

I've read that turning on high contrast mode on phones with AMOLED screens saves battery.. Buy does it similarly save much battery on Lumias with IPS LCD screens?

Nope, because an LCD's power usage is constant unlike AMOLED due to the entire screen being lit regardless of whats being displayed. (unlike AMOLED which can light up individual pixels)

So using a white theme, or black theme wouldn't matter.

Yep, it's cool, especially for phones with black back cover.
