Is it safe to buy a 512 MB Windows Phone? Will it get all the future updates (8.5/9etc)?

As a L520 user, I recommend to buy 525 or 1GB RAM. 512 just isn't cutting it, as sometimes the phone lags or freezes abruptly when using an SD card. Go for 1GB RAM, better, faster, stronger for only a bit more expensive, go for 525.
 
No it won't get updates anymore

Can you provide some source for your claim? At Build they said ALL Lumias (including 520, 620, 625, 720 - all with 512MB RAM) are getting the 8.1 update, and I don't see why they wouldn't get the next update as well.

I believe the person you quoted intended to have people panic about. All current WP8 devices will be eligible for the WP8.1 update, as well as the following GDR updates. No reason why they won't get the updates.

"All" devices. The update is still at the mercy of carriers. The Lumia 810 was not mentioned anywhere specifically. Keep in mind... the 925 and 521 were mentioned specifically as getting the 8.1 update. I will retain my doubts until I hold a carrier released version of Cyan/8.1.
 
Buy a 520 and if you like it then upgrade to a 920 or higher. Windows phones don't really lag anyway. And yes they will be supported till 2016 as all wp devices must be supported for 36months
