Is This Official w10 update

Insider Production is supposed to be equal to no insider at all, the same as if you check for update after hard reset

What I meant was those owners of the 550 and 950(XL) would get this as their official build update. Owners of older phones who never joined the insider program and were still on 8.1 would not get it, as it hasn't been released officially for the older devices. Anyone with an older model phone who was on the insider program (fast/slow/release) and fell back to production might see it as an update as well, but since those phones haven't had the official W10M release, it might not show up on production, even if they still had W10M installed. This is most likely due to .107 being sent to fast, slow and release rings already so they probably have received this update anyway.
 
Official as far as those three phone models that shipped with W10M. So it should only be available to non-insiders if you own a 550, 950 or 950XL. Any other model and you'll have to be on the fast, slow or production ring of the insider program. Anyone not on the insider that has an older phone won't see it. It's not showing up for my wife's 520 (Cyan).

That 520 won't receive the W10M upgrade even if it is officially rolled out since the phone is still on cyan. Only denim updated phones can get the upgrade

.107 update from Preview Ring came as if it's a general update. No 'evaluation copy' notice at the startup screen and all that 'Windows 10 is here!' greeting message in the update prompt makes people think it was a official general update. Kind of what it felt seeing Windows Phone 8.1 GDR2 and saying 'is this Windows 10?' :D
I think .107 is available to all devices running W10M (insider or not, so you can get it even if opt out after .71). It's even made available to non-Lumia phones.
The build that's only available to new W10M devices is the build 14267 (only insiders).
