[L640XL] Today I noticed when I started it the Windows logo shows twice?

The first logo should be four squares of red,blue,yellow, and green. That is the Microsoft logo

It's like that on my 930, too. Windows phone blue logo shows twice at startup. Nothing major.

The second splash screen is supposedly the carriers splash screen. Assuming it's unbranded, then it will not have anything to display but the windows logo.

On my 830 I have the 4 pane blue WP logo and then where the ATT would show it now has:

My 535 also does the same on booting up.I guess nothing major.

Is your phone unbranded? Check post #8 and #9.
