"Limited" connection (no connection)

Having a problem on latest win 10 build where i am unable to get a connection. I can join the network but no bandwidth is transfered. I tried with two wifi USB's and a ethernet cable, no luck. Went through all the troubleshooters and only thing that ever flagged up was "update driver" and when it updated it said it failed. Ive also tried many tutorials on how to fix it on win 8/10.
