location services turning on by itself?

I have location services off by default, but every once in a while (and quite often in the past week) when i take my phone out i see the little location circle in the status bar that means its projecting its whereabouts. i have the location icon in the action centre, so i toggle it on and off, which makes it go away, but it will come on again at random times during the day, and quite probably at times when i dont even notice it. i could go into a privacy related rant here, but let's just say this is a frustration. anyone experience a similar problem / or have a fix that they used?

My 920 does this too. I think this is normal if you have Find My Phone enabled. Go into settings and check what you have checked in Find My Phone. See the 2nd checkbox below.
