Low storage on Lumia 950; How to exclude some Pictures?

I have a Lumia 950. It is low on storage space. My local 'Pictures' are taking up 14GB on my phone, but the "SkyDrive Camera Roll" folder on OneDrive is only 7 GB. Apparently the phone too-smartly downloads photo files from other folders on my OneDrive, including the one I used to archive photos out of the "SkyDrive Camera Roll".

My photo backup folder needs to be excluded from "Pictures" to free up space. How do I stop the phone from downloading other photos? I tried turning off the "Show my cloud-only content from OneDrive" but it did not help.
