Lumai 1520 Reboot Cycle, Wifi Problems

So I received a non-working 1520 for free. Wifi doesn't show any networks. I updated from 8.0 to Windows 8.1 using the Windows Device Recovery Tool.

Now,:
Bluetooth is permanently toggled in the "off" position
Attempting to turn Wifi on results in "Can't do this right now"
The phone will completely crash after about one minute.

Any ideas, or is this thing a brick?

try using the wdrt again but don't restore anything if possible
You knew it was not working when you got it?
