Lumia 620 Windows phone update question.

I have an unlocked Lumia 620 that was purchased as a new phone from an EBay seller.
Details as follows:

Manufacturer Model Name: RM-846_eu_euro1
Mobile Operator Name: 000-GB
Configuration ID: 132769

I am in Canada using this with a Rogers prepaid account.

I would like the phone to update to WP8.1/Cyan but phone update always tells me that the phone is up to date.

Is there some special procedure that I have to do? I don't mind wiping the phone as I am just setting things up and am anticipating doing this anyways.
