Lumia 640, Win10 update still says unavailable. 21/3

I have the Lumia 640 LTE from Telstra in Australia. I was rocking the preview build for the last 6 months but was having a few issues. Thought I'd jump back to the current build because my friend is interested in buying a 640. I wanted to be able to tell him what to expect from a production build. I've read everywhere that that the 640 is eligible for the update now. So I used the mobile recovery tool to flash to the default 8.1 build. Downloaded the upgrade adviser and expected to be able to install the Windows 10 production release. Alas, it would seem I've come to early, that usually never happens . Now I'm stuck on 8.1 with no recommendations for my friends. It would be hard to recommend an 8.1 handset even over an older iPhone. Why would it not be available, is it because it's the LTE version. I can't find any info anywhere.

I'm from the US so not sure re: is Telstra a carrier? If so you will have to wait for carrier approval for the "official" update. For what it's worth, the official update is the same as the W10 build.164. on the Insider Preview. Using it on my 640 and it's running smoothly.
