I was having that problem and eventually the update downloaded. Then I noticed today that the app appears twice on my list.
I tried uninstalling the first and nothing happened. I successfully uninstalled the second Help+Tips but the first one is still there. Oddly, unlike nearly every other system app, this one isn't showing up in the store.
